ARBO can break down public labels, dosage form, pack, sensory cues and claims boundaries into a development brief. The manufacturer or qualified formulator must then create a lawful product route that is recorded through samples.

ARBO's sample review uses the agreed scorecard; it is not accredited testing or product approval. Qualified specialists and the buyer retain responsibility for formulation, safety, claims and market approval.
